If you are like most job searches you've probably submitted your resume to potential recruiters via a variety of methods: monster.com, dice.com, employer's web site, recruiting agency, e-mail, snail mail, etc. There is no tool or service, that I'm aware of, which will provide you with an aggregated view of who saw your resume.
Also - most recruiters/employers will not respond to every cover letter - they simply can't as they receive many more resumes than the available positions. Don't let that discourage you, play the numbers game. The more resumes you send you the greater your chance of landing interviews and, eventually, a job.
Just make sure you cover letter and resume are carefully crafted and targeted for each position you are applying for.
