This is not my project thank god
My company has about 1000 forms that are produced by customer request, the fields are filled in via a UI and endpoint etc. All these forms need to be updated to satisfy changes to regulatory requirements.
The BA working this got a copy of the new form and she needs to redline each document in the form of a story.
In the past business has always provided the redline changes, but in this case its really really tedious work and I feel like they said F*&% it and dumped it on the BAs. I'm technically a SA but feel like the BA is overwhelmed here and was asked to pitch in. Is it common for the BA to document the differences/changes or this normally business work?
FYI - The changes are sometimes text, sometimes formatting. I dont know why we cant just tell DEV to create new forms from the new documents and instead need to document each change. Im waiting to here back on that.

I agree with you! Why can't Dev just code the new forms or redline the existing ones.
The reality is that they will ask why does dev need to do this and try to see whether the project managers or maybe the janitor can do it.
I'm (only) half joking, of course...
I sense a case of "nobody wants to do the hard work" combined with "everybody for themselves" syndrome. Where's the teamwork? So to be direct and answer your question and some which you did not ask:
You get my point! It sounds like there is a large amount of work and nobody wants to be the only one doing it. It's understandable. This is one of those classic, all hands on deck situations.
If I was the BA, I would have a positive yet practical attitude:
In an organization with great teamwork and engaged employees this would have been solved organically, with all involved collaborating to come up with a solution and pitch-in to get the work done for the benefit or your customers, shareholders, and the firm.
