I agree with you!  Why can't Dev just code the new forms or redline the existing ones.

The reality is that they will ask why does dev need to do this and try to see whether the project managers or maybe the janitor can do it.

I'm (only) half joking, of course...

I sense a case of "nobody wants to do the hard work" combined with "everybody for themselves" syndrome.  Where's the teamwork?   So to be direct and answer your question and some which you did not ask:

• Is this a task for the business?  Yes.
• is this a a task for the BA? Yes.
• Is this a task for the SA? Yes.
• Is this a task for Dev? Yes.  Why not?
• Is this a task for the janitor? No.  Why does he have to clean up every mess?

You get my point!  It sounds like there is a large amount of work and nobody wants to be the only one doing it.  It's understandable.  This is one of those classic, all hands on deck situations.

If I was the BA, I would have a positive yet practical attitude:

• Be grateful to have a job and a great career
• Be happy to have a project and work to do
• Start by reaching out to the business to tell them how great it is to have work, for a long time
• Tell the business how long it would take, given the available capacity for one person to complete
• If they are fine with the BA delivering the analysis in 3, 6, 9 months then great... get to work...
• If they are not OK then ask "What do you suggest we do to solve this?", "Who else can help?"

In an organization with great teamwork and engaged employees this would have been solved organically, with all involved collaborating to come up with a solution and pitch-in to get the work done for the benefit or your customers, shareholders, and the firm.
