 The way I usually do it is by creating mock up's in excel and use sample/made up data so that the stakeholders can actually visualized the report. By using this approach, you can add colors, fonts size, graphs and charts etc and this will actually become your reporting requirement at the end. In addition, you will need to create a source and target document for the developers.
