Have to tried Sparx EA (Enterprise Architect)? It is standalone and also enterprise (can be migrated into ORACLE) The back-end is an MS Access database which is good enough for desktop. At 500US-ish for a 4-user license it's one of the better bangs for your buck.
It is a modeling tool so you'll have to have an understanding of UML. Check out http://www.sparxsystems.com.au/ and grab the evaluation copy. If traceability is important to your requirements work plan (and it should be!) then this little gem will really help establish associations between elements.
