user story creation 

Hello,

I need to write some user stories for an intranet site and our requirements are so far fairly vague (have been given little time with the end users), nevertheless it needs to be done and we do have some knowledge of what they need.

My question is... if a requirement of an intranet site is the ability to be able to, for example, display an event ...would i write this story from the point of view of the admin user uploading the event, or the user viewing the event (I was going to have notifications as one separate user story), or both?

What about for having video content - it would seem like overkill to say 'as an admin user i can post video content so that users can view information regarding FAQ's, lectures etc' and then also say...'as a user I want to see video content so that....'

My question is really about whether it is necessary to write the stories from both sides.   Any Quick responses would be much appreciated.

Think in terms of the actions that the administrator takes and the user takes. For example, the administrator is loading up a video file onto the website, the user is playing the video. Different user roles, different goals, different user stories.
