Target Operating Model 
I've been tasked with designing a target operating model and am struggling to know where to start.  I wanted to start with the As-Is state and understand the various functions' issues with the current way of working.  However, the project sponsor feels that we don't need to understand the current state to any level of detail and believes that we should design the model without too much business input; that we should be telling them what it will be and designing solutions that control what they can and can't do.  I'm not entirely comfortable with this and would be really interested in your views, thoughts and ideas on how to handle this to get to a positive outcome.

Hi Annie,

Think your sponsor doesn't understand what a target operating model is. Its basically a future state for the business. Solutions / projects etc come after the model has been defined and agreed. You need the As-is model in order to identify the gaps and to identify where you need to look for solutions to fill the gaps. 

This is basically business architecture. Good opportunity for you to broaden your skillset. Check out TOGAF online (think 9.0 is the current one) to see business architecture's place in enterprise architecture. If you are an IIBA member there are books on Bus Arch in their online library.

You're on the right track. Sounds like you need more ammunition to use against the sponsor.
