 Well, decomposition isn't verboten is Business Analysis, it's just that some people don't use it for everything. Somethings don't decompose....

But ignoring that for the moment, changes in rules require a re-decomposition? Let's assume some of the pieces from first decomp have been implemented is some way: manual procedure, auitomated system.... you have to re-define what eveything is? can't decoupled/cohesive pieces be updated to address the changes? It just seems you would have massive procedure and system changes if you really decomposed again.

Business rules and policy related 

 A "Policy" is declaration of reason or recommendations . In pc gadgets we announce a explanation that a policy is a "course of activity chosen from choices in light of given conditions". A "business policy" then, is a kind of company instruction that conveys research  the plan of activity that the company wants to have happen within a set of company circumstances. A "rule" is the work out of power and management. By expansion, a company guideline is the direct work out of company management under the government design of the company.
