Change requests before SRS approval? 

 Dear All

I am working as a business analyst on a e-governance project in India. Costing of the project was done at the time of biding based on RFP.

RFP was  a very detailed document and we are using the same as a base in requirements analysis phase.Currently we are in process of creating SRS(Software requirements specification) and customer is requesting some changes to the processes mentioned in the RFP that may or may not impact the costing of the project.

Should these deviations from original RFP be handled as a separate Change requests or should we incorporate the changes directly in the SRS without handling the same as a change requests..?

Any changes to requirements should follow a change request process.  This allows the project team to see a clear evolution of changes in requirements AND if the new changes end up costing more, that discussion can be had with the client. If they end up not costing anything more, then you still have clear traceability of your specs back to requirements.

Nitish,

I'd definitely document the change requeest. Hopefully you have a Change Control Board, and you can run it through them. At that point, your Proj Manager should be able to determine any impact to the cost/scope and incorporate that into the Plan.

Another item to consider is the type of contract you're going to have. Is the a cost+fixed fee, time+materails, fixed fee, or some other scenario?
