Hi Larimar,

It certainly is an interesting question and you could probably come down on two sides of the position. I think on balance you are correct and that at certain stages of a project the feasibliity study and the risk/ assumptions would be a deliverable on which to base the subsequent work. They would also feed into the Project Mangement process directing the work.
