Requirements Specification -- Assessing the I.T. framework of any application 

Hi,

My organization has initiated steps towards acquiring a new HRIS application. I am required to prepare a comprehensive list of the information technology features/specifications/requirements that should be addressed/assessed when examining a particular application. Each application would be examined to determine how it treats with issues such as Data Integration Technologies, Metadata Management, Web Enablement, Security and Encryption.

Is it possible to source a detailed template/comprehensive list of  I. T. features/specifications that could be used in the assessment of the I.T.  infrastructure/framework  of any application that is being considered for purchase ?

I would appreciate any feedback...any web site that would assist.... I am searching but without any major success...Thanks alot.
