Effective ways to write complex business rules. 

In our org, we have a bunch of systems with business rules but are so complex and documented as a set of conditionals and endless if conditions.

What are some effecttive ways to write better, more effective and readable business rules? Will, for instance, decision tables be a better way?

Try Warnier diagrams. Use mind mapping software like FreePlane to draw them. 

You have there things that help with logic like: IF, SKIP, FOR LOOP, SET FIELD

These diagrams are very scalable. They will deal with your complexity. They are easy to read but doing them for the first time may need some assistance.
