and as found valuable informations in this thread, I would like to add some FREE highlights from my point of view too :-)

a) GEBIT Solutions GmbH "TREND/Analyst Community Edition"

It was mentioned in 2007 by the commercial market study

 iX-Studie Anforderungsmanagement

to be on the eylevel of market leaders :-), now there is a free community edition :-).

b )Avenqo PEP Community Edition, a PM software with "strong" requirements features ( at first start of the software, you have to apply for a free software license, by sending an E-Mail, no automatic online activation )

c) MicroTOOL in-Step Personal Edition, a PM software with "strong" requirements features. The downloadable single-user version is free!

d) Besides that, (free) project management software which supports "Scrum", often allows to handle requirements, in the backlog.

I checked Axiom. And to me it is a solution which is very well designed: powerful yet simple.

But do you know if the company is still active as they do not reply even when we want to purchase their product?

Hi,

 for those still looking, we have a free RE tool called Formalmind Studio, which is based on the open source Eclipse RMF project, which we actively support.  It provides interoperability via the open ReqIF standard.

For what it's worth, we have a commercial extension for requirements exchange.  It is also called Axiom, but has nothing to do with the previously mentioned tool (which indeed seems defunct).
