Advising Jr. Analyst on migrating Excel + Access to Cognos/Oracle solution 

My client wants me to;
* Document current business process
* Advise on a technological upscaling Acess/Excel to Cognos
* (FUTURE) manage the transition

I need advise on the uspcaling from a BA perspective. Why? How to do it?

BACKGROUND;
1. Import. My client has a primary process importing invoicing files from suppliers into Excel/Access.
2. Processing. Verifying the imported supplier invoices against business rules comparing & double checking that to a 2nd set of verification invoices.
3. Output. Is a excel spreadsheet differentiating discrepancies.

WHAT I HAVE DONE SOFAR;
* Did full scale analysis for scope
* Requirements workshops
* Vision Statement, Business process
* Modeled Use Cases, UML, wrote use cases.

The choice for Cognos/Oracle was automatic because of expertise and people "sitting on the bench" ready to get started. On Wednesday we would have a meeting with these techies to determine their goals and future possibilities.

QUESTION;
1. How would you approach such a migration? Specifically: why coose oracle/Cognos? What advantages/disadvantages does it have?
Which questions/issues would you be asking?
