I was given this book a few years ago "The Project Managers Toolkit" which has a section on that.  I can't seem to find an electronic version of that, maybe someone can help us both out.

The best thing to do is ask the "user" what they require. Checklists can cause some serious problems. Remember, each assignment is different, just ask Tony.

 Take a look at the contents of Robertson and Robertson's "Mastering The Requirements Process" It's on Amazon.  Or google Volere requirements management.
