In a nutshell, the concept of "stepwise refinement" is to take an object and move it from a general perspective to a precise level of detail. Architects have used such an approach for years, as have engineers building products. But to do so, they realized they cannot simply go from the general to the specific in one felled swoop, but instead, in increments (steps). The number of steps needed to decompose an object into sufficient detail is ultimately based on the inherent nature of the object. To illustrate, for architects designing a building, the typical steps include:

  1. Develop artist rendering (to consider viability).
  2. Design foundation and superstructure.
  3. Design Floor plans.
  4. Design electrical and plumbing diagrams.

The short answer: "Because it requires work."

The long answer: People tend to resist gazing into the crystal ball and prefer to react to life as it passes them by. Some people believe planning in today's ever changing world is a waste of time, that you must be more "agile" and accommodate changes as they occur. As anyone who has designed and built anything of substance knows, this is utterly ridiculous. We would not have the many great skyscrapers, bridges, dams, highways, ships, planes, and other sophisticated equipment without the efforts of architects and engineers. Without such planning, our country would look essentially no different than how the pioneers first discovered the continent. Although we must certainly be flexible in our plans, and we will inevitably make some mistakes along the way, little progress would be made if we did not try to plan a course of action and control our destiny.

People often take planning for granted, that someone else will be making plans for us, such as government officials, our corporate management, or even the elders of our families. Consequently we become rather lax about looking into the future. Nor is there any encouragement by anyone to plan our affairs, such as a tax break. Whereas other countries offer incentives to save money for the future, such as Japan, America does not. Therefore, planning is a rather personal activity; we either see the virtue in doing so or we do not.

Standardization offers the benefits of uniformity, predictability, interchangeability, and harmony. If this is not of interest to you, than there is little point in trying to participate in a standards program. But if you do wish to participate, understand there is more to implementing standards than to just say "that's just how it is going to be done." There has to be some sound rationale for their governance. In addition, you must address the enforcement issue. Standards will be adhered to by the degree of discipline instilled in the staff; If well disciplined, your chances for success are good, but if discipline is lax, automation is required to assure standards are being followed.

I was recently asked by an "Agile" proponent if I thought our "PRIDE" methodologies were too rigid for today's fast-paced Information Technology world, that perhaps it was too bureaucratic. First, I pointed out that "PRIDE" was more of a way of thinking as opposed to anything else. You can remove all of the documentation associated with the methodologies, including the forms, and still produce a system for example. This took him aback somewhat as he had thought of "PRIDE" as an inflexible paper mill...

The pointy haired manager in Scott Adams' "Dilbert" cartoon has become an icon for management incompetence. Although Adams' character may seem like an extreme, we have all encountered various examples of the Peter Principle whereby people have risen above their level of competency. We see this not only in our companies, but also in the nonprofit organizations we are involved in. Basically, these are some very nice people who simply haven't a clue as to what they are doing and stumble through each day making bad decisions which drives their subordinates to madness.

Discusses the use of worker time and how it impacts estimating and scheduling in Project Management....

It's been a while since I've discussed the concept of "effectiveness" but I was recently up in Cincinnati and saw it in action again. This time, I happened to be visiting my brother-in-law who had hired a crew to tear down some dead trees on his property. I went outside to enjoy a cigar and watch the activity. There were three workers who tended to their own individual tasks most of the time; one was busy cutting wood, one was concerned with splitting wood, and one was responsible for hauling it away. When each tended to their own task, they were very productive, but when they grouped together to perform something collectively, I noticed their output dropped significantly as it seemed two watched one work.

Some impressed me greatly by their knowledge of their business and the systems they designed, but I have also met a lot of duds along the way. In its simplest form, a Feasibility Study represents a definition of a problem or opportunity to be studied, an analysis of the current mode of operation, a definition of requirements, an evaluation of alternatives, and an agreed upon course of action. As such, the activities for preparing a Feasibility Study are generic in nature and can be applied to any type of project, be it for systems and software development making an acquisition, or any other project.

The difference between an art and a science is subtle but significant. An art form is based on the intuitiveness of the person performing the work, something that is difficult, if not impossible, to pass on to another human being. For example, apprentices serving under an artist may try for years to emulate the master, but may never attain his level of skill and creativity. In contrast, a science is based on a governing body of concepts and principles and, as such, can be easily taught to others.

Having been involved with the systems methodologies field for over 30 years I have been occasionally asked what percentage of time in a project should typically be devoted to a specific phase of work, for example a Phase 1 Feasibility Study, Phase 2 Systems Design, etc. Basically, the reason the person wants to know this is to use it as a means for estimating the remainder of the project. For example, if I were to say Phase 1 represents 10% of the overall project, they would simply multiply the amount of time spent in Phase 1 by ten. This is an unreliable approach for estimating which is why I usually balk at giving out such figures.

THE ANALYST (aka, Systems Analyst, Systems Engineer, Systems Architect, Business Analyst) - requires specifications about the end-User's information requirements in order to design a system solution.  This is normally based on a definition of the user's business actions and/or decisions to be supported.  Following the system design, the Analyst produces the specifications required by the Programmer and DBA to fulfill their part of the puzzle.  From this perspective, the Analyst is the translator between the end-User and the Programmers and DBAs.

Each party has his own unique perspective of the puzzle and, as such, requires different "specifications."  To compound the problem though, the role of the Analyst sharply diminished over the years, leaving it to the Programmers to try and determine what the end-User needs, a skill they are typically not trained or suited for.

I have been very fortunate to see a lot of this history first hand. I have observed changes not just in terms of systems and computers, but also how the trade press has evolved and the profession in general. It has been an interesting ride.

Throughout all of this, there have been some very intelligent people who have impacted the industry, there have also been quite a few charlatans, but there has only been a handful of true geniuses, one of which was Robert W. Beamer who passed away just a couple of years ago. Bob was the father of ASCII code, without which we wouldn't have the computers of today, the Internet, the billions of dollars owned by Bill Gates, or this document.

I always find it amusing when I tell a young person in this industry that I worked with punch cards and plastic templates years ago. Its kind of the same dumbfounded look I get from my kids when I tell them we used to watch black and white television with three channels, no remote control, and station signoffs at midnight. It has been my observation that our younger workers do not have a sense of history; this is particularly apparent in the systems world. If they do not have an appreciation of whence we came, I doubt they will have an appreciation of where we should be going. Consequently, I have assembled the following chronology of events in the hopes this will provide some insight as to how the systems industry has evolved to its current state.

I'm sure I could turn this into a lengthy dissertation but, instead, I will try to be brief and to the point. Further, the following will have little concern for academic developments but rather how systems have been implemented in practice in the corporate world.

Recently I wrote a paper on the general state of craftsmanship which was geared more for public consumption as opposed to any specific industry. To my way of thinking, craftsmanship is a universal concept that touches all industries, regardless if they are product or service related.  This resulted in a flurry of e-mails to me questioning how it pertains to specific types of work, including Business Systems Analysis (BSA) which, of course, is applicable but I question whether we have truly realized craftsmanship in this field.

From the outset, let me say unequivocally that business systems analysis is not a new concept and has been with us for a long time, actually predating the modern computer era of the 20th century.  Prior to this, companies had formal "Systems & Procedures" departments with analysts focusing on streamlining business processes and primarily using paper and manual procedures.  As tabulating and other office equipment emerged, they were responsible for their integration into the business.  But as computers were introduced, a new function was devised that greatly impacted the future of analysts, namely programmers.

Before we go further, let's examine what exactly we mean by the term "craftsmanship":

"The practice and pursuit of excellence in building/delivering superior work products by workers."

This implies craftsmanship is a universally applicable concept for any field of endeavor, be it producing a product or delivering a service. Basically, it is a commitment to excellence which is most definitely not the same as quality. Quality simply relates to the absence of errors or defects in the finished product or service. In other words, finished goods operate according to their specifications (customers get precisely what they ordered). Although quality is certainly an element of craftsmanship, the emphasis on "superior work products" means the worker wants to go beyond the status quo and is constantly looking for new and imaginative ways to produce superior results. This suggests the craftsman is personally involved with the work products and treats them as an extension of his/her life.

Craftsmanship can be found in either the overall work process or a section of it.
