Is there a BA working as freelancer ? 

I am wonder whether  a business analyst can work as freelancers like program developers.

Great question Bobby! I looked into this myself before also and I could not find anything. But 100% i think there really should be as academia is out of touch without this type of course. Business studies ones were best I could find.

You might want to search for "Business Analyst Consultant" as that is a more common term.

The term you should be looking up is BA contractor. I worked as contractor for about 11 years. Its good money but no perks (no holiday or sickness pay etc). Do carefully resource it. There is a forum dedicated to contracting called  https://www.contractoruk.com

That tells you everything you need to know about contracting (not just as a BA).
