Do any of the webinars on modernanalyst fulfil the CBAP PDU requirements? If not, what are other cost effective ways to earn the PDUs? Most of the courses I've found are pretty costly for individuals. I would really appreaciate help on this subject!!

Per the IIBA site, "All endorsed courses qualify for the professional development requirement. Other courses may qualify but endorsed courses are guaranteed. Note that courses must be related to BABOK® knowledge areas or the underlying competencies." I think you would have to ask the IIBA if the ModernAnalyst webinars qualify.
The cost of the Endorsed Education Providers(EEP) varies widely. You may want to keep searching them to find a price you can live with. 21 hours of training is tough to find cheaply. I'm in the process of building out content for a membership site specific to BA training, information and research. However, the IIBA requires you to offer your courses for a year before you can even be considered for the EEP program. I'm not sure what your time frame is for certification, but you may want to keep an eye on my site. It will be a fraction of the cost of most programs out there.

Looking at the options available there are a lot of endorsed courses by the IIBA out there.
One relatively low option is the self study courses from B2T training which seem to be very comprehensive and cost effective

BAMentor does not appear to be an EEP at this point, so while more economical it doesn't provide the PDU required.
