My personal favorite is itp Commerce plug-in for Visio but would also like to point to the free web based modeling tool, IYOPRO.

If you want bang for your buck -- enterprise architect by Sparx systems is just right (I've used it on a few projects)
Now if you want and easy interface and really cool graphics with color (no no not Visio), I'd use Bizagi.

My favorite tools for modeling business processes are paper, #2 pencils, and a big gum ereaser. Especially during the early discovery phase, and for larger scale efforts, my business process models look like a bloody mess. I find that pencil/paper are the quickest way to crank out the first couple of iterations.
Later on, when my understanding of the system's behavorial requirements is relatively firmed up, then a switch to a sofware tool.

I cant agree more with Tony's very GOOD point. Pen and Butcher paper are the best when you're in the discovery phase. Its actually far better to validate your pencil drawings with the user, as its much easier to throw in the bin when its wrong; but a beautiful Visio diagram with colours etc, are not that easy to discard. People will fight you to preserve their beautiful but WRONG visio diagram. There is wisdom in what TONY is saying.
