AD&D PLM Tools between BA and Heads of Dev

Wouldn't it be cool if teams could use less tools and get more apps delivered to internal clients?

I've found a few clunky looking platforms pointing in the right direction (like https://sparxsystems.com/) but is this the best of a bad bunch?

Imagine a platform that BA can use for Requirements Gathering from internal clients, then use that same platform working with Front-End design/development (using an internal components library pre-approved by back-end so it requires less input from back-end department) and thus deliver internal facing business applications (line of business) fast to reduce the backlog.

To me it makes total sense. Keen to hear supporting and opposing views. Heads of Internal App Development must have infinite backlogs in some cases.

How could a BA tool actually help deliver functional internal apps to help relieve that pressure on the Dev department?
