Can a BRD just have only use cases

 I have a BA who is making the BRD with all the requirements in the form of use cases only.

Is this correct. Can a BRD contain only use cases with the requirements.

My understanding was use case was to give a holistic picture of the system in general and how the actors would interact.

What is the correct format

 A business requirements document aims to describe the busines requirements.  A use case is a way of representing requirements.  

To answer the question properly you need to clarify what goals and standards you have for your BRD. Why do you have THOSE particular goals and standards?  Does the Use case form address these needs?

It's horses for courses and there is no one universal right way.
