How many user stories 

Hi everyone, my first time on here.

We have the concept of a template builder that an admin person does. When the template is being built, admin will add controls onto the form e.g. Text box, button, dropdown etc.

The template is then published and becomes an assessment, available to responders to complete.

On the assessment we allow the user to enter location points to a map and once they are all added, the user wants to be able to download the map and save to their local machine.

So to do this we were going to give admin a new control to add to a template 'Download Map' control. They would add this and then the responder would be able to click a button next to the map to download it.

So my question to you is whether I need one or two user stories for this?

      Option 1. One user story for admin's new control and responder to download the map
      Option 2. Two user stories, one for admin's new control and one for the responder to download the map

What I am getting stuck on is the INVEST criteria. I know that there are 2 different pieces of work and 2 requirements but they are linked because the responder cannot download the map if admin have not added the control to do so.

Any thoughts or tips much appreciated :-)
