The Confusion of Business Rules and Requirements 

Hello, 

I have a simple question. 

Business Rules are Functional Requirements, well accepted. But please see both examples below and can you confirm that a Business Rule is not always a Functional Requirement?

The system has to retain data for 6 years( Non Functional Requirement), however, this is due to a business rule that relates to financial regulations. 

Another Example:

The system will send an email once the password expires after 60 days.. This is a Functional Requirement due to a Business Rule!!

I am just confused about the Science, it does not seem to me there is any standard to follow.
