I am a business analyst manager and we have reported direct to the business in the past and dotted line to the IT system owners ERP, etc...

Recently our business underwent a transformation where all business and systems analysts were moved under the IT umbrella direct line to the CIO and dotted line out to business groups whose systems or system modules we support.
