Looking for a confirmation on this definition

Hello,

I hope all is well.

I totally understand the difference between an exclusive and inclusive gateways. However, I came across somehow a confusing scenario.

I am modelling a process that involves accepting a change estimate, there is a decision to be made. if the estimate is accepted then there are 3 different possibilities here as follows:

If the estimate is accepted then go to step A

If the estimate is rejected, then go to Step B

If the change itself is dropped, then go to Step C

Is this an exclusive or inclusive gateway scenario? My thought is that it is an inclusive gateway. I tend to think of exclusive gateways as "Yes or No" Gateways.

Your advice is highly appreciated.
