I am from Australia so this advice is relevant specifically to this country, but I suspent it's similar elsewhere.

The current GST tax laws (A NEW TAX SYSTEM (GOODS AND SERVICES TAX) ACT 1999) have explicit requirements in them about formatting.  They are detailed in this webiste; http://www.austlii.edu.au/au/legis/cth/consol_act/antsasta1999402/

You should check your local taxation department/office website for information on content and format.

As for other issues like frequency, branding, marketing etc - ask more detailed questions and we'll do our best.
