I've just picked up a requirements catalogue from a connected back which contains requirements which I would say are just actions as part of the delivery of the solution.
Essentially we are updating some products to be more up to date with the current market. Some of the requirements I'm questioning are:
To me these just look like actions for a stakeholder and aren't a requirement of the actual solution to deliver. They have been put under loose categories of "communications" and "business delivered requirements".
Thoughts on whether such "requirements" are indeed valid for such a project?

I will classify training and email requirements to be linked with delivery.
Although solution delivery provider may not responsible for these actions however it's critical (especially training) before go live.
Again it depends - which side you are representing on.
If you are from solution delivery side then you can challange it as it may not in your area (like poeple availability etc,) however if you are on other side (from solution receipent) then you can ask for it.
Let's hear other views.

They are valid requirements. The question is who is appropriate to deliver them and by what mechanism?
