I work for a company that has a very large amount of data and reporting requirements.  We are using the IBM Rational tools, ClearQuest and RequisitePro to solicit and manage these requirements.  We have been looking at the data from these tools for well over a year and have established some expectations regarding the timeliness of the progression of these requirements and what we believe to be a reasonable balance of active and deferred backlog.  We also have some history regarding how long these requirements typically take to deploy and how long each spends in various "states".  We are looking for some benchmarks or best practice insight on these types of metrics and measures so that we can determine whether we need to make any adjustments in our staffing or process.
