I just became a BA and got my first BRS signed off. I am now confused as to how do I decide if an FRS is required or not? Please can you assist?
It would be great if you could add more details to your question.
BR specs are generally followed up by Functional Specs after which, a high level design should be prepared.
Remember that you are a conduit between your business clients and the developers/testers. And you should be able to speak and write the languages that both parties are comfortable with. That said, FR for any IT application project is strongly recommended,

You got what the users wanted ... Business Requirements.
Now give the programmers what they want ... how to build the system.
FRS - This is a lower-level document that defines how different parts of the system should function at the System level.
Use Cases, Diagrams, etc. ... stuff that the programmers use to build / change the system to meet the business requirements.
