Capital Project Manager III Job in Seattle, WA

The Project Delivery Office in the new Department of Local Services, Road Services Division, is recruiting a full time Capital Projects Manager III (CPM III) to support delivery of the Division's $90 million capital program.

The Department of Local Services (DLS) is a newly created department as of September 2018. The new department represents a comprehensive effort to improve the efficient, effective, and timely delivery of municipal services to the nearly 250,000 people who live in unincorporated communities of King County.

The Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is a 24 hour per day, 7 day a week operation with work site locations in Renton, Downtown Seattle, and several remote field locations throughout King County. The division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.

Job Duties

Project Management

•Support project managers and managing engineers in building, maintaining and updating project schedules per standards set forth by King County's Capital Project Management Working Group, and as reflected in the Road Services Division's Project Management Manual.
•Maintain master files of projects with all relevant data (e.g. PM, scope, schedule, budget, spending forecasts, risks, and status.)
•Develop and maintain project and program reporting for Managing Engineers as well as Section and Division leadership. ◦Reporting maintains granular and high level views of capital projects and their associated risks and status within the capital program.
•Work with project managers to estimate expenditure rates, pull in financials from County financial system, and monitor and report cost/resource performance against planned budgets.
•Identify and develop project and program performance measurement metrics.
•Develop and sustain the format and process for PM standard monthly reporting.
•Provide timely, accurate, and thoughtful project delivery reporting.
•Review monthly cost status and issues/trends with Project Management teams.
•Create visually compelling and accurate presentations using graphs, diagrams, and other exhibits to illustrate schedule status.
•Accumulate historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.
•Support program reporting including weekly report updates, monthly reports, and quarterly risk and performance reports.
•Design and produce visual management products to assess and communicate performance of project and program delivery.
•Maintain and update Capital Project Status and PM Resource SharePoint site.
•Other duties as assigned.

Lean Business Process Improvement

•Using Lean principles and tools; collaborate with project managers, managing engineers, and functional subject matter experts to identify, analyze, and implement more efficient workflows or business processes.
•Represent Engineering Services in evaluating, developing, and administering a new capital program database.
•Manage and support ad hoc process improvement projects in support of capital project and program delivery.
•Identify and develop project and program performance measurement metrics.
•Design and produce visual management products to assess and communicate performance of project and program delivery.
•Assist in developing, updating, and delivering project manager training.
•Create visually compelling and accurate presentations using graphs, diagrams, and exhibits to illustrate schedule status using conventional and emerging technologies.

Procurement

•Assist in preparing requests for proposals for major procurement technical, professional, engineering and construction services contracts.
•Assist in writing and editing scopes of work.
•Assist in developing and implementing procedures and templates for managing design consultants.
•Track work orders against contracts.
•Track type and volume of need for design consultants.

Budget Oversight

•Work with Managing Engineers and Project Managers to establish and report against quarterly spending goals, at project and program levels.
•Develop cash flow estimates on a project and program basis.
•Work with project managers to estimate burn rates, pull in financials from Oracle, and monitor and report cost/resource performance against planned budgets.
•Review monthly cost status and issues/trends with Project Management teams.
•Serve as conduit of information about projects to Division and Department finance and grants management staff.

Schedule Oversight

•Support Project Managers and Managing Engineers in building, maintaining and updating project schedules for every project and subproject in accordance with standards set forth by King County's CPMWG.
•Work with Managing Engineers to develop scalable schedule template for small projects.
•Implement schedule guidance from the CPMWG by developing a centralized, standard, live-linked program schedule

Additional Skills
Experience, Qualifications, Knowledge, Skills
•Four (4) year degree from an accredited institution; degree in public administration, business, planning or engineering preferred or equivalent education, training and experience.
•Two (2) years' experience performing data analysis, including presentation of results in concise reports and memos that include maps, charts, text, and other elements that engage readers and "tell the story".
•Experience in making presentations to a variety of audiences and ability to clearly communicate technical information, both in writing and orally.
•Excellent verbal communication skills, including active listening, the ability to succinctly articulate ideas in meetings, rephrase directions for verification of clarity, and impart information to others, one on one or in a group.
•Meeting facilitation skills, including setting agendas, leading productive work sessions, facilitating crucial conversations, and capturing and disseminating outcomes.
•Team player who enjoys collaboration and contributing skills, expertise and energy to achieve organizational goals.
•Ability to effectively contribute to a work environment that embraces and encourages diversity in its workforce and where differences are valued
•Ability to demonstrate behaviors that include fairness, respect, and inclusiveness
•Strong skills in Microsoft Outlook, Word, Excel, and PowerPoint.
•Basic proficiency in Microsoft Project and willingness to quickly develop advanced skills through County-provided formal training and on-the-job training.
•Skill in working with a variety of individuals from diverse backgrounds.
•Skill in handling competing priorities and producing high quality, detailed work within tight timeframes.
•Ability to provide written and verbal analysis of complex issues.
•Ability to work effectively under pressure, meet deadlines, and adjust to changing priorities.
•Demonstrated aptitude for and interest in learning technology.

Desirable Requirements: Master's degree in public administration with a focus on and interest in managing organizational performance. Experience with business intelligence applications is a plus.
