Senior Operations Analyst Job in Saint Paul, MN

The Senior Operations Analyst is responsible for directing and executing complex, high-risk studies of division functions in the Licensing division within the Office of Inspector General (OIG). Further, the Senior Operations Analyst performs advance budgetary analysis in cooperation with other divisions within OIG and provides leadership, direction and mentorship to junior staff.

Responsibilities include:
•Designing, directing and conducting system/business analysis of both existing and novel processes and develop methods, policies, procedures and protocols to optimize resources and conform to regulatory demands and constraints
•Developing, monitoring and managing the Division’s expense and revenue budgets
•Providing professional, technical and logistical support of the Division’s operational processes and procedures
•Establishing and maintaining good working relationships with a variety of individuals including co-workers, supervisors, and members of the public who may represent a variety of cultures
•Communicating and conveying complex information with different persons including demanding or angry customers over the phone and in person
•Maintaining confidential and private information and follow protocols, policies, procedures, and regulations

Additional Skills
Minimum Qualifications:

5 years of professional experience demonstrating the following:
•System/business analysis of existing and novel processes
•Budgetary analysis, including developing, managing and monitoring expense/revenue budget
•Computer skills: navigating various PC software and applications, accurately typing and entering in information to update and maintain databases, typing correspondences and carryout work assignments
•Independently prioritizing and managing work and multiple projects simultaneously

Bachelor’s Degree in Human Services or related field may substitute for 1 year of experience OR a Master’s degree in related field may substitute for 2 years of experience.
Preferred Qualifications:
•Experience as a lead such as providing direction to junior staff
•Knowledge of State of MN and/or Minnesota State policies, procedures, and practices as they relate to human services licensing such as the following: ◦Minnesota Statutes, Chapter 13 (the Minnesota Government Data Practices Act)
◦Minnesota Statutes, section 245A (the Human Services Licensing Act)
◦Minnesota Statutes, sections 626.556 (the Maltreatment of Minors Act), and Minnesota Statutes, section 626.557 (the Vulnerable Adult Act),
