This MS Excel traceability matrix could be used when a software tool is not available. It lists the business requirements and the functional requirements on a project related to them.

Paste the business requirements in one column and  the corresponding functinal requirements in the next.

Should be careful and keep both the requirements document and the traceability matrix in sync.
