Senior Business Development Analyst Job in San Diego, California

The SANDAG Vision for Transportation Demand Management

Since 1995, SANDAG has operated a regional Transportation Demand Management (TDM) program responsible for planning and implementing strategies for reducing drive-alone trips. TDM is a key component of San Diego Forward: The Regional Plan to achieve greenhouse gas reduction targets set by the California Air Resources Board in response to Senate Bill 375. The plan to manage demand is based on proven strategies as well as new and innovative solutions that serve to enhance mobility for the region. Recognizing the mobility landscape is rapidly changing, the SANDAG TDM program is leveraging technology, emerging transportation services, and public-private partnerships to expand transportation choices. SANDAG’s recent designation by the United States Department of Transportation (USDOT) as an Autonomous Vehicle Proving Ground is just one example of an innovative pilot project that will position the San Diego region as a leader in advancing transportation technologies that improve safety, sustainability, and mobility for the region.


Senior Business Development Analyst Role

The Senior Business Development Analyst is a new position within the Transportation Demand Management program. The individual selected will develop and foster strategic partnerships with a broad range of public and private sector stakeholders affiliated with the San Diego Regional Proving Ground pilot project. This position also will support technology initiatives and innovative pilot projects that seek to expand TDM beyond its traditional boundaries and advance shared mobility through public-private partnerships.

This is a Limited-Term employment opportunity and is expected to be funded through December 2020. Limited-Term employees are considered to be “at-will” and receive many of the benefits of Regular employees.


Job Responsibilities

This position is ideal for an experienced professional with expertise in project management, business and partnership development, and the development and implementation of innovative transportation projects, programs, and services.

We anticipate significant career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with senior management. Examples of primary responsibilities include:


Coordinate the day-to-day operations of the San Diego Regional Proving Ground (SDRPG); coordinate project meetings and lead coordination efforts between SANDAG and the SDRPG partners and affiliates; collaborate with stakeholders like Caltrans and the City of Chula Vista who are involved with delivering various aspects of SDRPG planning and implementation; ensure collaboration and communication with federal and state partners.

Coordinate the SDRPG Consortium activities; develop and maintain partnership agreements with affiliates and partnering organizations; administer the SDRPG consortium budget; schedule and organize consortium meetings; maintain the schedule of proving grounds testing activities; develop grant applications and funding proposals to support SDRPG operations; conduct performance monitoring and reporting.

Develop and manage strategic partnerships and business alliances that support new and existing innovative TDM initiatives; collaborate with key public and private stakeholders such as local, state, and federal agencies, industry partners, consultants, operating agencies, and vendors to ensure effective program delivery.

Collaborate with the SANDAG Communications Department to develop and implement a public outreach plan and communications strategy for the SDRPG; develop and maintain project communications including project webpages, collateral, and social media; prepare presentation materials and staff reports; assist with responses to public inquiries; organize special events, demonstrations, and tours.

Develop comprehensive business plans or project proposals that include cost estimates, possible funding sources, operating costs, partnership and/or revenue opportunities, marketing strategies, and program evaluation criteria.

Develop Requests for Information and Proposals, scopes of work, project deliverables, budgets, and schedules; participate in the selection of consultants and vendors; administer contracts and ensure projects progress on schedule, within the approved budget, and at a consistently high level of quality; ensure projects are completed in adherence to funding agency requirements.

Prepare and present written, oral, and visual reports and recommendations to the Board of Directors, Policy Advisory Committees, community groups, private organizations, members of the public, and other groups.

Experience and Qualifications

For this position, we are searching for a candidate with an entrepreneurial spirit who enjoys the challenge of innovation and problem-solving, has a proven track record for successfully identifying and fostering new business opportunities, and is experienced in coordinating and delivering programs and services. Superior organizational capabilities, the ability to work collaboratively and build consensus, and highly-developed communication skills are important attributes for this position.

The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in public or business administration or a related field, and a minimum of five years of increasingly responsible, professional experience in business development, project management, or other comparable experience. An advanced degree is desirable.

The following information describes the specific types of career experiences that are most relevant to this position.


Demonstrated experience developing and delivering projects, programs, and services, preferably in support of transportation initiatives; experience coordinating project teams.

Demonstrated ability to build awareness of programs, services, and resources through strategic business partnerships; demonstrated ability to enhance program revenues through sponsorships, partnerships, or other mutually beneficial business models.

Demonstrated knowledge of the principles, practices, and current trends related to TDM including congestion management, systems management, Intelligent Transportation Systems, multi-modal transportation, shared mobility, and innovative mobility services.

Knowledge of federal, state, and local laws, regulations, and requirements pertaining to regional transportation planning, congestion management, and systems management; familiarity with current political trends related to these areas is desirable.

Knowledge of organizational, business management, and strategic planning practices as applied to the delivery of programs and services; knowledge of fiscal management principles and procedures; experience developing annual work programs and operational budgets; ability to monitor and control expenditures and ensure adherence to funding requirements.

Demonstrated experience identifying business and/or program development opportunities that capitalize on market conditions; experience conducting cost-benefit and market feasibility analyses, and creating comprehensive business plans and marketing strategies that lead to greater awareness and broader utilization of programs, services, and resources.

Demonstrated knowledge and experience with grant writing and grant management; experience with grant compliance and grant performance monitoring and reporting.

Successful project management experience including preparing and negotiating scopes of work, cost estimates, project requirements, budgets and schedules; experience developing requests for proposals; experience evaluating proposals, contract negotiation and selecting and managing consultants.

Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including agency and other government officials, community groups, the public, and media representatives.

Ability to communicate technical information effectively, both orally and in writing, to a broad range of audiences; ability to prepare clear and concise administrative, technical, and informational reports; ability to prepare and deliver presentations and recommendations regarding various program elements to upper management, elected officials, and other audiences.

Strong computer skills and proficiency with the Windows operating system and Microsoft Office applications especially Word and Excel; database management (experience with Salesforce preferred), and presentation programs (PowerPoint).

The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business.

The Senior Business Development Analyst has an annual salary range of $67,580 to $112,454; the starting salary will depend on the qualifications and experience of the selected candidate.
